Understanding the Right to Buy Reforms

A Surge in Right to Buy Sales

Analysis of recent figures reveals a dramatic uptake in the scheme. During the 2025–26 financial year, council home sales under Right to Buy increased by 90% compared to 2024–25.

This surge in activity generated £1.61 billion for local authorities, marking a 99.6% year-on-year increase in receipts.

Balancing Homeownership and Housing Supply

While helping over two million families achieve the dream of homeownership is a positive milestone, the rapid depletion of social housing stock has placed growing pressure on local councils across the country.

To address this imbalance and rebuild depleted housing reserves, the Labour Government announced key policy reforms designed to protect social housing for the long term.

Key Upcoming Reforms:

  • Extended Qualifying Period: The minimum period a tenant must live in a property before qualifying for Right to Buy will rise from 3 years to 10 years.
  • Protection for New Builds: Newly constructed social homes will be exempt from the scheme and cannot be sold under Right to Buy for 35 years.
